Upgrading to Windows 7 Overseas

I am really confused….

I am considering a purchase of a new computer in the near future. Right now, here in the Philippines, you can not find a computer being sold with the new Microsoft operating system Windows 7. Instead, they all carry Microsoft Vista or even the older operating system Windows XP.

As I understand from my readings of different news articles, if I was to purchase a new computer with Microsoft Vista installed or I purchase a separate copy of Microsoft Vista, I would be entitled to a free upgrade.

Now, I know that if I was in the United States, it would be a very simple matter but overseas the issue gets “murky” at best.

My question is this: Where would one go? Microsoft is laying the problem at the feet of the computer manufacturers. Now, many manufacturers don’t have a big presence in many countries. If you go back to the retailer, you simply will get a “puzzled look” and a response like ” We don’t provide that service, Sir!” This issue is going to be a huge headache, not only here in the Philippines, but around the world.

To me the simple answer would be an ability to download the update from Microsoft direct. There should be a system in place where you have to activate the copy of Vista on the new computer and then Microsoft would response with the question “Would you like to upgrade to Windows 7 at this time?” But, then, that would be too easy…right?

What do you think is the answer to this pending huge problem?
